Mason Project Permit OLD

The Construction and Professional Services Manual (CPSM), Appendix P  provides clear guidelines on the scope of work that must be submitted for the following permits:

  • Building Permit (Issued by Virginia DEB)
  • Project Permit (Issued by Mason under Annual Permit Authority)

**CONSTRUCTION OR ALTERATION ACTIVITIES REQUIRING A PERMIT SHALL NOT BEGIN UNTIL THE PERMIT IS ISSUED. **

A  permit is a legal license to begin construction on a project. In addition, building permits are broken down into separate permits for mechanical, electrical, plumbing, and fuel gas work. Often they are all collectively referred to as building permits. The permit assures safe construction and allow for the enforcement of the codes that have been adopted as law to protect the Public Safety, Health, and Welfare. Permits are required by State law and regulated by Virginia Construction Code (VCC) which can be found in the Virginia Uniform Statewide Building Code (USBC)

Phase 1: Complete Project Permit Application

Mason BCS goal is to complete the review process within 10 working days.  Re-Submissions delay the process rendering it imperative that all required documentation is provided at the time of request to allow for this time frame.  Limited Scope projects can typically be reviewed within 2-3 working days.

Minimum Document Requirements

Required information for all plans unless waived by Associate Director of Building Codes Services in writing:

  • Building name
  • Building level
  • Identify use of each space/room
  • Area in square feet for each space/room
  • Drawing Graphic Scale
  • Key plan showing location of work
  • Date or revision #
  • Requester
  • Project scope in detail
Construction Documents requiring the A/E seal for permit.
  • PDF Format – Drawings, Project Manual
  • Full size Hard Copy – Drawings, Project Manual to Mason BCS, Facilities Admin Building Room 108
  • A Work Order number is required for all requests.
  • Land Disturbance Permit / Asbestos Statement if applicable
Construction Documents NOT requiring the A/E seal for permit.
  • Digital pdf file with the Review or Permit Request
  • 11″ X 17″ complete Hard Copy set of drawings to Mason BCS, Facilities Admin Building Room 108
  • A Work Order number is required for all requests.
  • Land Disturbance Permit / Asbestos Statement if applicable
Construction Documents for Limited Scope Projects NOT requiring the A/E seal for permit.
  • Digital pdf file with the Review or Permit Request (permits@gmu.edu)
  • Digital pdf file containing drawings, details, sketches.
  • A Work Order number is required for all requests.
Phase 2: Construction and Inspections

Permits are to be posted in plain view at the work site by the permit requester. They are to remain in place until the project is complete and signed off by both the Project Manager and Project Inspector.

What happens if I start construction without a permit?
You will be required to submit drawings and documents with an application immediately for review. A Stop Work order will be served and the project delayed. Continued failure to follow the requirements of the building code will result in a Notice of Violation as well as a stop work order. Violations will be reported to the University administration, BCOM and State Fire Marshal’s Office (SFMO).

Phase 3: Project Permit Closeout

Mason’s Project Permit will be closed out after BCS receives sealed and signed as-built/record drawings.
